Controlled Digital Lending
(
https://en.wikipedia.org/wiki/Controlled_digital_lending) is a model
for increasing access to library holdings by circulating an electronic
copy of a physical work. The model is based on an interpretation of the
Fair Use principle of copyright law, written by legal experts and
endorsed by a substantial list of professionals. CDL is already offered
by several libraries, either based on homegrown solutions outside of the
ILS or through a lightweight service offered by the Internet Archive. As
far as we are aware, no present ILS has explicit support for managing
CDL alongside other forms of resource access. Sebastian Hammer would
like to invite a conversation about what strong support for CDL in FOLIO
might look like, and what might be the implications for resource access
and perhaps resource sharing. This would strictly be an informal
brainstorming session, but hopefully part of a wider conversation in
FOLIO over time.
